Hi, thanks for your message.  That's not actually music, though it can sound like it.  That's the sound of the voltage transformer inside the power supply converting the battery voltage to the high voltage required by the billboard.  This is an artifact of any electroluminescent product, whether it be EL wire, EL masks, EL Halloween costumes, etc.  Unfortunately it's part of the technology and cannot be turned off.
