Hi, thank you for your question. Yes, you should be able to cut the light strips in half. Just make sure you don't cut too close to the LED itself.

Hi Bill, thank you for your question. We do not sell light strips with blue LEDs, but it is easy to place our white light strips behind transparent blue LEGO parts to make them appear blue.
